Be able to export compliance data to CSV or an excel file similar as within exports

The compliance feature is great! However, it would be super useful if we were able to filter the compliance feature since we use the system for 2 programs. Some clients show up as missing the information being sorted, however, it is not applicable to them.

For funding and compliance to be able to include deactivated clients in reports. This would include participants who were active during the specific time frame
